Second Chance College Program A Project of College of Public Affairs

Last summer, UB was given the opportunity to participate in the U.S. Department of Education's (DOE) Second Chance Pell Pilot, a program to offer post-secondary correctional education to incarcerated individuals prior to their release. UB's Second Chance College Program is an amazing opportunity for the program's students and for the university.

Research indicates that people who participate in postsecondary education and training programs while incarcerated have positive outcomes once released. For example, they have lower recidivism rates, better opportunities for employment and higher earnings, are better able to support their families, and are more civically engaged than those who do not participate in education while incarcerated. Our program has the potential to literally change the lives of our students. It aligns perfectly with UB's mission to provide access to a quality education and provide real world-solutions for today's challenges.

To effectively operate the Second Chance College Program this year, we need $6,100 in funding, $2,000 of the total by April 1st. Material support through the Jessup Correctional Institution (JCI) education department is very limited, so we need your help to equip our students for success. We are looking to raise funds for:

  • 10 laptops for student use - $350 each
  • Basic educational supplies such as notebooks, textbooks, printer paper, etc.
  • Partial scholarships to help students complete their degrees at UB once they leave JCI.

UB's Second Chance College Program is being offered at JCI – a medium security prison for men located approximately 15 miles outside of Baltimore City. Students study towards a bachelor degree in Community Studies and Civic Engagement, and a minor in Entrepreneurship. Currently there are 30 students enrolled in UB's program, with plans to expand the program in fall 2017.

UB President Kurt L. Schmoke says the Second Chance College Program "is representative of the many ways in which the University of Baltimore responds to the needs of our city and state." Your generous tax-deductible donation for the Second Chance College Program, when combined with those from other donors, will help provide postsecondary education to these students and potentially change their lives once they leave JCI.
